I was told somewhere that duplicate content is only duplicate when using the same I.P address. I didn't quite understand this. Someone please help me out.

LIYD I guess the person who told you that, meant that duplicate(copied) content is considered so when the two sites it is on are hosted on the same server.

But however i believe this is not true. Duplicate content is considered on a worldwide scale and is not restricted to within one i.p.
There's no such thing as a duplicate content penalty but that particular page would not be indexed by Google. You can check Duplicate Content from some 'duplicate content checker'.
U must go for this step whenever u write any content for your website other wise ur competitors can sue u anytime...
