Does Google Penalize for too many inbound links

Hi All,I wanted to ask your opinions about this Googles penalty for having build too many inbound links in a short period of timewebmasterworld.com/google/3084915.htmI need to do link building for a client and plan to simply build 10-20 links in a span of 3-6 months. Is that okay?I plan to get links from good sources NOT blogs or forums. My client sells specialty electronics so i will only go to electronics review sites.At any rate, this is a small site with currently 50 inbound links. will 20 additional links from quality websites that write orginal electronics reviews be a problem you think, in a 3-6 month window?Google doesn't penalize you for any offsite factors, They are completely out of your control. They may, However, Not give those links much weight if they are aquired to quickly or look like you are building un-natural backlinks.As far as I know for every topic there's a weekly or monthly limit of inbound links, ans excessive link-building is penalized, because it's not natural.I would say it depends on the genre as to whether 20 links was excessive, check the competitors, often 20 backlinks from good sources would be enough to rank well for good keywords, it more about trust/quality than adding large numbers of IBL's.Why would google penalize you for something that is potentially out of your controll?
