Page rank is still one of the hottest topics on the SEO world. Lots of people, in my opinion, waste hours and hours chasing a magical green bar to go from 2 to 3.
I believe these hours could be a lot better spent by writing proper content, adding good pages to your site, researching the industry and post a blog post.
If you have content worth reading, people will share it and backlinks will come.
So by adding good content to your site, building a tool, creating a widget, you are creating backlink + improving your site. By building links to your site, you....build links.

Well, again, I believe it does not matter too much.
