Do you 'title' your internal links?

Hey all...I notice than many site using the title tag in links. Does it help in something for google? Do I have to know anything before I am using them? things like what to be carful at, and how to use it smartly...Does anyone has expirience with Title Tags?Thanks in advance for any help...Guy.Title helps. Even if it does not help you it does not harm you. Title also gives the user a description of the link page.
