but if you have a host that supports it then no...Some web hosts will give php access for free which nice. Do a search of hosts. Not many give my-sql free though... Your best bet would be <!-- w --><a class="postlink" href="http://www.lycos.co.uk">www.lycos.co.uk</a><!-- w --> it gives free php access and my-sql. You don't need my-sql unless you wish to use databases. Lycos.co.uk is down right now because they are switching their servers loc though...
If you are being hosted for cash see if your admin on the server has php set up...You don't need to install PHP on your own computer as long as you can upload to your host who should be supporting PHP scripts and offering that service to your webspace.
Recently, I did Download PHP and all that other stuff just so I can test out my PHP based pages offline before uploading. All it took was a Download , double click, installed.

Only if you want to develop your own programs/scripts.. it would greatly help in your testing etc.
