dll was loaded ,but DLLRegisterServer entry point was not found.

I would like to use a AccessControl.dll to my classic asp application.I have added this dll to c:\WINNT\system32 folderthen tried to register through Regsvr32 "C:\Inetpub\wwwroot\CIA_PTT\DLL\AccessControl. dll" I was getting following error "C:\Inetpub\wwwroot\CIA_PTT\DLL\AccessControl. dll" was loaded ,but the DLLRegisterServer entry point was not found .The file cannot be registered.I could not get any solution to this.Please help on this.
