Default Board Time

I was wondering if it was possible to change the default time on my board. It would say the time is 2:06 when the real time would be 3:32 or something like that. Is there anyway to fix this?
 
in vboptions you can change your servers default time zone. However if memory serves me right this will always be wrong for any one outside of the servers time zone. The proper time cant be completely accurate until a person is a registered member and sets there time zone in the user cp options.

Yeah, I know how to change the time zone and the majority of my members do as well. But it doesn't help the fact that the clock is like 23 minutes off the real time, any other suggestions or tips anyone?
