CSS Editor Options

I am searching for a CSS editor that has in addition to syntax highlighting a feature where tag options and attribute options pop-up on screen near where you are typing for extra options.
Some versions of Dreamweaver have this feature but on my copy of 6.0 I can not get this to work and I am in favor of leaving Dreamweaver.
Does any one know:
-of a editor or program that can do this?
-of a editor or program that you recommand for CSS editing and/or web design (not a WYSWYG editor)
-how to get Dreamweaver 6.0 to have this feature?
-any other comments or options
