CSS 'Blocks' of color

I'm in the process of building a personal site for myself, basic stuff, just some projects and my resume, and I'd like to mimic this technique.I'm wondering what the technique is called where a page has multiple 'blocks' of content/color as you scroll further down, here's an example: https://www.cueup.com/
