crossbrowser scrollable text panel

Apologies in advance if this is a r e a l l y dumb question ... but .... I'm trying to get a panel containing quite a bit of text to appear over the top of a .jpg graphics-based 'webpage front-panel'. Because there's so much text, it needs to be up/down scrollable ( i.e. using a normal scrollbar ) by the user. The only way I've found to do it ( works in i.e. and n.s and opera ) is to use 'textarea' ... Trouble is, I can't set the text color, background color etc. Is there another way of doing it? P.S I'm not using frames or css, just plain old html and layers. etc. Many thanks for any advice ...<!--content-->you can put it in a div tag and set it to overflow (scroll) or you can change the textarea color and stuff with css. html alone can't do it anymmore.<!--content-->
