creating Photo Editing tool in php or ASP.NET

May be this seems to be foolish quesiton ,But I googled a lot and couldn't find any solutionHow do I create an atristic tool in laanguage,Like online editing tool,Like the site fotoflexer.com/ etc.I have some suggestions like
  • Create seperate DLL for each tool (If in ASP)
  • Use Image processing functions of PHP (Doesn't look good Idea)
Any one who can assist me how to do that.I will be looking forward to hear a good response.I did google but found nothing usefulThanks
