Could Really use a free host with this (Hosts with linux/Unix)

i need a host with cpanel that i can use nulled boards on and i need to be able to have 2 sub domains and atleast 2 email accounts for me and my co-founder but below is what i REALLY need for the server to have

Servers - Linux/Unix server - PHP 4.3 and above (including support of CLI)
- MySQL database server
- LAME MP3 Encoder
- Libogg + Libvorbis
- Mencoder and also Mplayer
- FFMpeg-PHP
- GD Library 2 or higher
- CGI-BIN
- Be able to run background processes
PHP Settings - open_basedir = (no value)
- upload_max_filesize = 100M
- post_max_size = 100M
- max_execution_time = 1500
- session.gc_maxlifetime = 14000
- safe_mode = off
- Thread saftery = disabled
- enable_dl = On


all of that is so i cAN DO video.mysite.com so my site can have funniest video contests im going to use PHPmotion for it so if you have this stuff or if you can get it reply here

Some of the features which you requested are only available on paid hosts.Or you will need a offshore VPS or dedicated server.
