Converting XML message to desired format

Is there any API function that converts the XML message to any required formatlike Comma seperated text etc.[requirement - VC++ component should be able to call this method and convertthe XML message to any desired format]Platform being used - Windows NT 4.0 service pack 5. Front end VC++ 5.0
