Connecting to an Oracle DB

I find plenty of documentation of what individual Oracle OCI functions but the view is too narrow for me. They seem to assume that I already understand how the functions work together. Where can I find a good explanation of 1) how each function fits together to allow me to query form a database and output the results, and, 2) why I would want to choose one function over another?
