Myself personally, have seen some significant 'mood swings' in the past few years at Google.
1) A few years ago Google made my Wordpress Blog a PR4, now, it's a 'graybar', although Google still picks up my blog entries.
2) A few years ago, Google made a Template (from WYSIWYG Software) I had linked to my website a PR3. Now that was weird, but IT DID HAPPEN.
3)Google penalized a website of mine, I had high, high SERPs, then Google dumped it to 50th. I see no recovery in sight, but Yahoo, and MSN still rank it #1.
Most of the above, I could care less about, but I feel Google is not that consistent and predictable. All you can do is, is stick to the Fundementals,a nd hope for the best. Its their house, they run the show

Did you file a reconsideration request outlining the changes you made in order to comply with their quality guidelines? I agree Google is not consistent or predictable in my personal experiences also... That's why I've spread the risk by creating lots of sites in different niches
Most of my income (mostly adsense) still comes from 1 site - and it's a constant worry, what google may do, to effect that site's adsense earnings
The sooner my newer sites come out of the sandbox and start making consistant money the better!
