Cant create parent forums with version 3.8.1?

fresh of install of vb 3.8.1 and when creating a new forum as a parent it will not create it into its own seperate category. in earlier releases it would actually create a seperate box/table for each forum category where your subfolders would be under. the category cell would be a different colour to distinguish. just like on this site how the various categories are grouped. anyone notice this? is there an option i need to check/enable to make this works as expected?

coming back to vb from ipb so its been a couple years but i dont recall prior versions being this way. hopefully what im trying to explain makes sense.
