Can this be done? Create a site from scratch include hacks and skins then transfer members posts, attachments, members and photo's from old site to remake with out loosing info?
5000 members and a lot of attachments

Site has been worked on by a few different mods and admins over the years and site is buggy at best now what would be my options and how can this be accomplished if at all.

Thats exactly it wish to remain where I am just need to started the board software from scratch and then import the post attachments members and any other pertaining info. This seems to be the easiest route to eliminate conflict in DB and or software. Would the forum structure have to be mirrored as far as forums and sub cats go?

What you need mate is Impex. Just type Impex in the search engine above.

This will allow you to choose what you want to carry over.

As for the modifications, you need to manually install those again,

Impex allows you to carry over images, posts, post counts, adminstrative permissions, join dates, etc.

You simply choose what you want.

Thank you does it matter if attachments and such are located out side of DB also when redoing the site will the forum structure have to be a mirror image so that post and attachments line up accordingly for the lack of a better word?

Nope. It's not carrying over the cosmetic stuff. It will carry over your inforamtional things. The read me will be able to better suite your questions as I have only used this program once.

I installed a CLEAN Vbulletin on the same server, carried over categories, announcements, posts, user ranks & images, join dates, attachments, etc.

If your attachments are on an external database, it will not be able to pull them as it wont have permissions (it will carry over links I do beleive).
