Can this be accomplished

Unsure how to title this but here is my situation is there a hack or edit that I can add the option of adding image via posting options at present users need a photo hosting site and URL but earlier versions of VB you could upload picture direct from personal computer much in the way of adding your avatar would like to have both options this way newbies can use either method.

Not sure I understand in previous versions of VB if you clicked the add image icon in posting you could navigate to your personal PC choose image and upload to your post now if that icon is clicked you are asked to input image URL to off site hosting. I wish to carry both options in short option for advanced users and newbies not familuar with said option.
