Can redeploying war files destabilizes servers?

I signed up for a shared server a few months ago, and recently ran into a strange (to me anyway) issue.

While troubleshooting my initial webapp deployment, I ended up building and deploying the war file several times within minutes of each other...i.e. I deployed the war file into the webapps directory 6-10 times in a span of about 15 minutes (each version was slightly modified). Then I left the app running.

A couple days later, I got an email from a sys ad stating that my app had caused the java service on that shared server to become unstable and hence my java service was being disabled. And that I should upgrade to a dedicated server etc.

Obviously, all this came as a complete shock to me...particularly because after signing up several months ago (and letting my account essentially stay dormant), this was the first time I was touching my site. Also note that the app running by itself is stable.

My questions now --
How frequently (or infrequently) is it reasonable for folks like me (on shared servers) to deploy war files? On a related note, does redeploying really cause server instability?

Btw, I am of course not opposed to upgrading to a dedicated (managed) server but only if I really need to.

I did post my question on my provider's forums but haven't had responses. So wondered if someone here would shed some light.
Any responses would be very helpful going forward because I still need to make changes/improvements to my app, and want to ensure I don't attract un-necessary attention while I go about it.
