Can i have a disclaimer html before entering into Vbulletin

pretty much what i want to do is run a disclaimer which excepts the rules etc which i have made with flash. then once click enter it will then load up vbulletin etc...!

pretty much i have the forum going allready and do not want to move directorys etc.. i want this to come up everytime before it actually displays the vbulletin login stuuf etc...!
