Business Rules in XML or XSLT

I am trying to analyise where to keep the business rules either BRMS or Database. some thing like that.Can any body help me to understand, how we can we use XSLT and xml to keep and maintain the business rules.On runtime send parameters to XSLT and execute the rule and send back the response to servlet. I am planing to keep the XSLT in database. When service gets the calls, will prepare the XML and take the transformation and do transformation and capture the result., is this possible. Please Note : I know the advantages of BRMS tool(Jrules), I am not looking any BRMS tools releated answer.
