Building first ever web page [closed]

I am a programmer and can program in java, python, c#, c++ and so I know whats going on when it comes to application development. I've just been given the task of converting an offline tool to work online and so have to develop the webpage and everything. I'd love to use Visual studio if possible, and would really just love a 3 or 4 step process to getting it online. I understand how to design a basic webpage in V.S. but just don't know what to do for logic, do I need to write it in php or can I write it in c#, and if so what are the major differences between writing an application in c# offline vs online. If someone could just tell me a 3 step process that would be great, e.g. : [*]Design page in VS[*]write out methods in php[*]something elseThanks so much in advance,Matt
