Build Database

I have been tasked to do a database for a specific function. This will be my first database using PHP and MySQL. Basically, I want to find out all of the steps I will need to do.

I know you must create a table with the fields to populate the database.

Here is a synopsis of what they want:

They want to have a form where if you enter a question then it will search the database and come up with an answer or answers to the question.

Can anyone provide any assistance?
