Bing Blocked My Websites and Sent Letter

Dear Forum:
I have several websites that have been in existence for over a decade and ranked well in Google, MSN and Yahoo over the years. Eighteen months ago our websites vanished, and we have spent the past eighteen months trying to find out why. Today we got this response from a Bing staffer:

Thank you for writing to Bing Technical Support.
Upon review of your site, we regret to inform, that the present block will remain instilled.
Your present configuration was built out instead of down. Basically, new domains were created instead of creating directories for logical subpages. We view this nature as a way to inflate page rank and/or get more exposure points in search engine results.
While we do not actively seek out this type of behavior, we do review these matters when enough complaints are received against a particular domain and/or pages.

The websites that are blocked are representing three very different 401k products, and the sites are not linked to each other. The sites are [401keasy.com] (promoting our pc-based product), [401keasyonline.com] (promoting our web-based product) and [401ksolution.com] (promoting our full-service product).
What I think has happened is a specific business competitor of ours has filed complaints about our websites, and Bing made the unilateral decision our block our sites, rather than contact us for an explanation. This is very unfair and gives our business competitor a way to damage us in an underhanded and mean-spirited way. We do use doorways, sparingly, and also pay for banner ads, but I am sure they do not violate any search engine policies.
How can I get this decision overturned? Is there a SOE consultant familiar with Bing's blocking policies that can help us get this decision overturned?
