Avatar Problem

I am trying to change my avatar,

both by uploading or giving an external link, EVEN THROUGH ADMINCP,

but it gives this error

Code: 
There was an error encountered with your upload:

    * Upload failed due to failure writing temporary file.


Please tell which Folder in the directories is be CHMOD.. ???
