auto resize page

I may be in the wrong forum, but here goes --

I want to build a web page that will dynamically resize. By that I mean that all graphics and text would change to fit the browser window. The page would also have a large graphic, however it would NOT be placed as a tiled background.

Would this be coded DHTML, or Javascript, or by another method?
