"Approve" RESX file changes first

We're using RESX files to localize our pages. Right now, i open the RESX files in VS2008 and make the changes. But for managers, we're probably going to use this method ..instead of giving them the code to open RESX files and make changes:

Either way... we need the changes NOT to be immediate...someone has to approve the changes before they're applied. We have test/Qa enviroment but my manager wants the changes done directly in production BUT before they're applied..someone needs to review them,,,

Is there a way to do this? Maybe have backup RESX files to write to using that blog method..then when approved...copy the backup RESX file rows/data to the actual/production RESX file? My manager said something about having them in DB..when approved..moved them to RESX file...No one? no ideas?I'm just mystified by why you think this is unusual or hard. At least..this guy knows how to code a little. The last manager seriously needed a brain transplant.
