Applying PIE.htc to html

I tried applying PIE.htc to my html file in order for my styles to take effect in IE8 since I used some of css3 features..i have added the behavior feature as what most of the suggestions online said but it did not work for me..i tried it in fiddle and it worked..what could be the problem with this?..here's my code..http://jsfiddle.net/cfzbag/jzFtt/
