Advise needed!

Hi I need some advise on designing my website can someone please help.<br />

1. I am using frontpage to design and I like the shared borders function. Is there any other ways to create something like that without using frontpage? <br />

2. I am using tables and cells for all my layout. Do you think using css is a better way?<br />
<br />
3. Any good web building programs to introduce?<br />

I'm sure you could do it without Frontpage, however. I would imagine it has something to do with a CSS effect.<br />

Tables for layout is stupid (<!-- m --><a class="postlink" href="http://www.hotdesign.com/seybold/">http://www.hotdesign.com/seybold/</a><!-- m -->) and should be completely avoided as there are a lot of problems that come along with it such as less accessibility and much harder to maintain code, among others. Check here (<!-- m --><a class="postlink" href="http://www.glish.com/css/">http://www.glish.com/css/</a><!-- m -->) for tutorials on how to create CSS-based layouts.<br />
