add admin problem

when i try to add a new admin with the same power as my account, the added admin account doesnt have a power to add categories in the forum.. how do i fix that? i already tried a lot but to no avail. even tried to delete the usernam, make a new one and add a power as admin... still no luck. any guess?

Admin user don't have the SAME permissions as the Administrator but check your usergroup settings and the permission setting for that admin to make sure you have allow all that can be. check Administrator Permissions and see what you have assigned him.
