How does google know that we are the webmaster of a particular site when submitting to google search engine, as anyone can submit any site by creating a google account and then by adding any website by the add url of google. yaa i give here a link please read carefully you got more about your question!!

and that proves you are indeed the webmaster..... Meta tag or upload html page on the root which can be download from webmaster tool.. can do any for reading it Thankyou all of them for answering. I got an answer for my question. Now I am a bit confused by what you are asking. First if you are worried about someone submiting a site to google that you would prefer not be indexed then you can use the following code which will tell google bot to not index your website:
Code: <html><head> <meta name="robots" content="noindex" /> <title>Don't index this page</title></head>Don't worry no one can claim your blog or website unless they have access to the html. The way that Google will know if you are the webmaster when trying to get Google's webmaster tools is they will ask you to place a line of code in the head it is a meta tag and Goole will verify it is there before giving the person access to the webmaster tools.
